Question: If this assumption of public is supposed to be self organized, how can a person create this sort of space without addressing a public?
You wouldn't necessarily have to address the public. You could address one person and then have a domino effect that can then be shown to the public. Some thing are not directly addressed to a public but yet we find them with some how being addressed to the public.
